Discussion: Move Time Selector to higher context

I am not sure what the best approach is that is why I would like to open this as a discussion first.

When we have 2 tabs (or more) open the timeFilter selector is connected to each tab.
In some circumstance this means that when you go from tab to tab, you have to touch each tabs time to be the same.

I would generally prefer the time selector exists at the top level, so that changing tabs does not affect the time.

@lmangani might have some input here (and it might not be the same as mine).

Options

• Leave as is
• Disconnect timeFilter from the tab and move it up 1 context, so timeFilter stays the same even when switching tabs
