How can I build a Harbor with ARM architecture by myself?

I don't know why the official doesn't support the ARM architecture Harbor image. Well, fine. Since you don't support the ARM architecture image, could you please tell me how to build the ARM architecture image myself? Also, how do you build the AMD architecture image? I'll refer to that and try to build the ARM architecture image myself.

you can just refer this PR for more details, #22311. We hope it can be merged in the v2.16 to provide the ARM images for the community.
