Deploying issue

While deploying inline with the installation instrucitons I get:

Error: invalid value for bindings.0.members.0 (IAM members must have one of the values outlined here: https://cloud.google.com/billing/docs/reference/rest/v1/Policy#Binding) with google_iap_web_backend_service_iam_policy.fleetrouting_app_iap_iam, on load-balancer.tf line 106, in resource "google_iap_web_backend_service_iam_policy" "fleetrouting_app_iap_iam": 106:   policy_data = data.google_iam_policy.fleetrouting_app_authorized_users.policy_data

Any idea how to solve this?
