Temporarily disable ChronoStream plugin build/install (TODO to revisit)

The ChronoStream plugin is not in a good state right now and is causing noise/maintenance burden in the build + install flow. For the moment, comment out the ChronoStream build and install steps, and add a clear TODO explaining that we should re-enable it later once the plugin is cleaned up and properly integrated/packaged.
