Define Release vs Debug install contents (build/package split)

Explicitly separate what ChronoLog installs in Release vs Debug builds so packaging is predictable and boring. The goal is that Release installs only runtime/support artifacts, while Debug installs include developer/diagnostic extras (e.g., symbols and optionally examples/tests).
