Remove R2 pressing (keep takedown code)

CP are using the admin tool to re-press and takedown R2 pages. There's quite a bit of infrastructure to support this functionality.

At the moment I don't think re-pressing is working. See here.

This ticket is to simplify the code and remove any unnecessary infrastructure. When re-pressing we can just upload to S3 without the need for an SNS topic or a queue and when taking down we can just add an item to the existing Dynamo DB.

@SiAdcock I'll look into this a bit more. Might need a conversation with CP to see what they want out of this page

CP say they use the takedown feature, but nothing else. I agree that this page, the code and infra could be greatly simplified.
