Cannot change location of overlay and settings will not stick

So this is a two-parter, but I didn't feel like opening two issues, sorry.

1. The overlay is permanently stuck over the chat window and it won't let me move it. I click on the titlebar to move it and it seems to select it, but it doesn't move.
2. When I use the console to change the settings, they will only stick for my current session of RL, but when I restart RL, it loses the settings. I looked into the source code and found the reference to "./bakkesmod/cfg/controlleroverlay.cfg" but this file does not exist in my bakkesmod\cfg folder. I'm assuming this is the issue.
   However, I did just find the ControllerOverlay settings listed under my config.cfg file and modifying them there results in the changes sticking.

for the overlay not moving, open any bakkesmod window (e.g. plugin manager or console) and then you will be able to move it.
