Consul replicate mandates wan links

We are trying to use consul replicate to move consul KV data across consul clusters. It works perfectly fine between clusters that are federated over WAN / Network Areas. I do understand that it might be a pre-requisite based on the way the data is read from the source, but what about being able to replicate the KV data among clusters that are not linked / have differences in gossip encryption setup?
