[FR]: implement `chrome.dns` API

Description

Implement the chrome.dns.resolve() API similarly to browser.dns.resolve for querying DNS records from extension, and make it available exclusively to the uBlock component.

The problem

chrome.dns.resolve() already exists in some form, but is wildly outdated. It would be very useful for uBlock for CNAME uncloaking.

Possible solutions

Update the chrome.dns.resolve() API to offer the same interface as Firefox.
