Consider having a "prelude"ish change note category

(a possible later improvement) I've also been considering having a category called heading, or banner, or highlights for some prose paragraph before the category list. Talking of prior art, reno includes a special category called prelude before everything else, for example: https://docs.openstack.org/reno/latest/user/usage.html#editing-a-release-note / https://docs.openstack.org/reno/latest/user/examples.html#input-file.

Sorry, this one slipped past me.

I think I like the name highlights for this. It gives me the strongest sense of what we should use it for. We can use it as we go if we feel strongly that a PR is landing a major bugfix or feature, and we can populate it just before or while releasing (since the release PR gets reviewed) if we feel that things were missed.

If we added it under the other names (e.g., prelude), I think I would end up using it less because it wouldn't be as obvious what it's supposed to include.
