[JENKINS-68320] Failed promotion icon is not showing in build history panel #707
Description
There's a regression bug, introduced probably by recent work around PNG to SVG icon conversion. Currently, on the build history panel, failed promotions don't have proper "modern" red cross Jenkins icon, but instead they show first two characters of the promotion name. In browser DevTools we can see it's trying to load error.png icon, which doesn't exist.
