Action succeeds successfully though tunnel was not started successfully

If the action fails to start the tunnel, the action still succeeds successfully.
By just following the minimal setup, ngrok refuses to start the tunnel due to missing credit or debit card.
You can see this in the output of the action, but nevertheless it succeeds successfully.

If establishing the tunnel fails, it should fail execution.
