Toolsmiths not gifting lava on server

Hi! I have a server running skyblock on my server pc and have been spending hours trying to figure out why my toolsmiths wont gift me lava from hero of the village. I am running 1.20.6, I have tested the exact same jar files on single player and the lava feature works, but no matter what I do I cant get it to work on my server.
