Missing Docker tag for 0.21.0

Just upgraded the Helm chart for Keel to 1.1.0 which uses keelhq/keel:0.21.0 in the keel deployment but noticed it was getting an ImagePullBackOff due to the tag being missing from DockerHub.

Just noticed that it is mentioned in a comment on #831 but the issue itself refers to 0.20.1

just make a template using helm and compare image tag between manifest and DockerHub

experienced the same issue with the helm release, had to manually set image.tag to 0.20.0

I've opened #835 which should fix the docker issue.
