Suggested Settings Toggle Compatibility with Heck

Hello!

I know this is a bit redundant, but I know some mappers like to "suggest" settings that people should use on their maps. This is popular with modmaps and some Chroma lightshow maps. I think it would be great to add a suggested setting toggle using the Heck settings suggestion system found here: https://github.com/Aeroluna/Heck/wiki/Settings

Essentially it would just turn off this mod for the map then turn it back on after

The issue with that is that maps would have to actually use it, and with this being such a rather niche plugin, most just wouldnt. On top of that, I believe I need to reference Heck to be able to implement that which is kind of an annoyance
