watcherbot is not built and does not work anymore

Watcherbot image is not built in the CI. There's just one working version on docker.io

I've tried to add it but it seems to require some work to make it work as it wants particular versions of Node and the dependencies.

FYI docker.io's version uses Ubuntu bionic and node 8.10.0
