EPIC: Support independent subpackage creation, clone and update #4347
Description
Independent subpackages are not properly supported in kpt. This epic covers
- initiation of independent subpacakges in pacakges
- cloning of independent subpacakges into pacakges
- upgrade of independent subpackages
This Epic is dependent on #4271 and will be tracked in the Nephio project.
