Describe the solution you'd like
Automate the creation and publication of new AMIs when there are new Kubernetes versions available.

Anything else you would like to add:
This will build on the work that has been done to enable AMI publication using a manually invoked GHA workflow

Environment:

• Cluster-api-provider-aws version:
• Kubernetes version: (use kubectl version):
• OS (e.g. from /etc/os-release):

This issue is currently awaiting triage.

If CAPA/CAPI contributors determines this is a relevant issue, they will accept it by applying the triage/accepted label and provide further guidance.
