Publish microsite from sbt-github-actions

I have no idea how to do this for now, as it requires building only on one Scala version, and sbt-github-release doesn't play well with that.

This might require making a standalone workflow not managed by sbt-github-actions. For now, the microsite subproject is disabled in the `root` build.
