Enable mod_headers by default

Please explain your request and its importance in the form of a user story.

As a lando user who works with Apache, I often require the mod_headers module so I can enable CORS headers.

Please provide some detail on how lando can help solve this problem

It's annoying having to remember to add mod_headers to the build_with_root

Hi All,
I've had to remove my name from this ticket - work is bananas at the moment.

As I was testing this issue, I discovered the following:
I was not able to get either of the workarounds to stand up as described.
I see the mod_headers plugin as enabled in apache but is ignored.
I was investigating how the proxy interacted with apache to see if the disconnect was here.

If I can free up some time i"ll try picking up this ticket again if no one else does first.
