GitHub Actions: Use `version: latest` of `setup-fortran`

Use version: latest of setup-fortran to replace, e.g., env.GFORTRAN_VERSION. This should be done after fortran-lang/setup-fortran#184 is fixed.

Check any action that uses gfortran or ifx/ifort. Aslo update matcutest.
