Touching `continue` does not work on macOS

When running your action on the macos-latest runner, touching continue has no effect.
I did not find a way to let the workflow continue.
Not even killing the ngrok process which killed the ngrok session caused the action to complete, I had to cancel the workflow.

Nope, I was wrong (did a dirty delete, if you got a notification you might understand). The actual issue is simple permissions.
The runner user doesn't have x permission for /var/root so it simply cannot see the file, even if it exists.
