Parameter to set if u want refresh dependencies of changed objects or not

I've been having some issues with the fact that, when I modify a table, for example, when deploying the changes to the database, a refresh of procedures, for example, that use that table, is automatically performed.

Since the execution plans are lost, this ends up causing slowdowns for a period of time.

My suggestion is to insert a parameter to identify whether this refresh should be performed or not.
