Wrong tooltip on the maximize/restore button when window is maximized

Describe the bug

Currently it shows "Maximize" tooltip regardless of window is maximized or not

However the correct tooltip should be "Restore down" when the window is maximized, see any normal win32 window and uwp window

What does that even mean? It still reproduces for winui 3 gallery 2.6.0.0, which is using wasdk 1.7
