Get-MgBetaEducationReportReflectCheck not returning all data #3513

Describe the bug
So we have been using Get-MgBetaEducationReportReflectCheck to pull data about reflect check-ins. We aren't getting all of the reflect data back we only see a few responses. For example a class of 29 students have responded, using this command we can only see 4 responses.
The classes are all created using Microsoft School Data Sync.
Expected behavior
I expect using the command that all responses are returned.
How to reproduce
You would have to create a class team and enter reflect data then run this command:
$fromFromTimeString = (Get-Date).AddDays(0).ToString("yyyy-MM-dd")
$fromToTimeString = (Get-Date).AddDays(1).ToString("yyyy-MM-dd")
$ReflectStartDate = $fromFromTimeString + "T00:00:00.000Z"
$ReflectEndDate = $fromToTimeString + "T00:00:00.000Z"
Get-MgBetaEducationReportReflectCheck -Filter "submitDateTime ge $ReflectStartDate and submitDateTime le $ReflectEndDate"
I have also noticed if you run the command by itself "Get-MgBetaEducationReportReflectCheck" you get a different set of data every time you run it.
