Adjust build schedule to capture updates #39

This is of relevance to both PHENIO and this KG's build, but the latter happens after the former and is more automated.
Upstream resources, particularly MONDO, usually get updated around the first week of the month.
The updated versions should be included in PHENIO and its KG.
The current build process involves some manual steps (e.g., starting the GCP instance) so part of addressing this will require new automation. This could be a Jenkins build, so that will be its own issue.
