Describe the bug

All garages in the game are closed by default. However, garage ID 3 (Eight Ball Autos, El Corona) and garage ID 35 (Welding & Wedding Bomb Workshop, Las Venturas) spawn in an open state. This occurs even though isGarageOpen() returns false, indicating they should be closed.

Additionally, these garages do not persist their closed state. After reconnecting, they are open again, even if they were explicitly closed using setGarageOpen(id, false).

Steps to reproduce

  1. Start the server/resource.
  2. Go to garage ID 3 (Eight Ball Autos) or ID 35 (Welding & Wedding Bomb Workshop).
  3. Observe that the garages are open.
  4. Check isGarageOpen() — it returns false.
  5. Call setGarageOpen(id, false) to close them.
  6. Reconnect to the server.

Expected result:
Garages remain closed and their state matches isGarageOpen().

Actual result:
Garages are open on spawn and reopen after reconnecting, even when set to closed.
