Toolbar and Quick Links - onHover opacity

I find it a bit tricky to tell which icon my mouse pointer is hovering on, it'd be a nice improvement to change opacity of the icon when it detects onHover. Say drop to 75%, which would dim it, so as to hint to the user which has focus.
