occ config:app:set circles limit_circle_creation not working with group

./occ config:app:set circles limit_circle_creation --value '<singleId>'

singleId can be a user, group, team, ...

Setting this config prevents team creation for all users - including the configured group. An error occurs when trying to create a team.
