Enable conditional snapshot deployment with Maven profile

Refactors snapshot deployment by disabling the maven-deploy-plugin by default and introducing a 'snapshots' Maven profile activated via -DdeploySnapshots=true. The profile restores deploy functionality and distribution management for snapshots, improving control over when snapshots are deployed. Updates the GitHub Actions workflow to use the new profile.
