Task bar drag and drop doesn't persist the new order

Description

After you drag and drop a window on taskbar, and click on any window, the drag-and-dropped window snaps back to previous spot. The same happens when you drag and drop a window and move your cursor to another monitor.

Steps to Reproduce

1. Open at least two windows.
2. Reorder them by drag-and-drop.
3. Click any window on the taskbar. The reordering snaps back to original state.

OR

1. Have at least two monitors.
2. Have at least two windows open.
3. Reorder these windows by drag-and-drop.
4. Move your cursor to your other monitor. The reordering snaps back to original state.

Expected Behavior

The reordering should be persistent and not snap back to the original order.

Environment

• Distro: CachyOS
• Compositor: Hyprland
• Noctalia-shell Version: v4.3.0
• Monitor resolution: 2560x1440 and 1920x1080

Additional Context

This was a bug in my own implementation of drag and drop (#1319). I fixed that, but the PR was closed.
