Implement first-past-the-post algorithm for calculating winner

I think we'll want a new endpoint - `/results` or similar to allow us to generate a page showing who won the election.

This endpoint needs to be admin-only until the admin decides to publish the information, as SGA bylaws dictate that the election commission informs the winners and losers by phone before publishing the information to the student body.
