Disable an item from being reordable

Description

Hi, when I use header sections in a list (not sticky), it works but I can still drag an item above the first section, which doesn’t make sense. It would be ideal to lock the first item so it always remains in place.

I think it can make sense, depends on the use case. It could be a prop to enable/disable it.
