CI: Add link checker workflow

I found some broken links in the documentation. Going forward, it would be good to flag these early by adding a link checker workflow. We've used Linkspector elsewhere, but it only processes markdown files, so wouldn't check the files output by mkdocs. There is also lychee which will process HTML files too.
