an API call to the ghcr.io to get the latest the latest version available

provide platform maintener knowledge of a new version being publish
-->How do we want to design it?
a API call to ghcr.io to compare hash between running version vs latest available release
Note: the operator efforts will solve this but only if users are leveraging the operator
