Support absolute mean noise stimuli (mean in nA) for SONATA current_clamp noise

BCL currently supports SONATA noise stimuli only via mean_percent (relative to threshold). The SONATA spec allows defining noise using either mean (absolute current in nA) or mean_percent.

Add support for mean so both forms are accepted, enforcing that exactly one of them is provided.
