Detailed Description

Create new blend model with include cloudcasting and have option to turn this on and off

Context

• good to get PVet+cloudcasting blended into forecast

Possible Implementation

• 15 minute satellite data - make sure PVNet+cloudcasting doesn't run in this case
• Regenerate horizon MAEs for different model
• Add an option to use pvnet+cloudcasting or not - environmental variable, this could be INCLUDE_CLOUDCASTING
• Airflow: Run blend with and without cloudcasting
• Upgrade API so new blend model can be received
