Extend controlled vocabularies for dct:spatial that covers swiss spatial coverage

In DCAT-AP CH v2.0.0 controlled vocabularies are used for dct:spatial, e.g. class dataset: https://www.dcat-ap.ch/releases/2.0/dcat-ap-ch.html#dataset-spatial-geographical-coverage. The defined EU vocabularies and geonames do not fully cover Switzerland.

The dataset(s) of "generalizedBorders" are being used for the extensions in geocat.ch and therefore most open geodata published in opendata.swiss come with spatial extents based on "generalizedBorders":

Further notes:

• the names of the cantons etc are not multilingual (in geocat.ch-dictionary they have been translated in DE, FR, IT, EN)
• ssome data have specific extensions that cannot be covered by a controlled vocabulary

We need to distinguish of the "concept" of a spatial Region, e.g. https://ld.admin.ch/canton/23 and the corresponding polygon linked from it: https://geo.ld.admin.ch/boundaries/canton/geometry-g1/23:2024.

Btw. the cantons are multilingual already, but the municipalities only posses the "legalNames" sofar.
