[hue] Support "Motion Aware"

Philips is floating a new feature "Motion Aware" by which lights can interpret rf signal field variations to detect motion. I don't yet know if this will be exposed via the API but if it is then I will implement it in OH too.

EDIT: the API reference shows quite a few new classes since I last looked at it, which potentially requires new functionality in OH:

• motion area candidate
• motion area configuration
• security area motion
• convenience area motion
• bell button (door bell?)
• speaker (seems to be for security alarm sounds and door bell)

@jlaur / @lolodomo with #19401 I now have my Hue Bridge v3 working in OH. So I now potentially can implement new Things / Channels in OH that support its new functionality. Now I can imagine that the "motion aware areas" could be presented in OH as another kind of motion detector. But I am wondering if there are other kinds of new Things / Channels that you want to see. => Please let me know.
