[homeassistant] “Home Assistant Discovery” is an “Add-on Setting”, not “System Setting”

With MQTT installed on openHAB 5.1 build 4857 under Settings I see “System Settings”: “Home Assistant Discovery” and “Add-on Settings”: “MQTT Binding”.

When I remove the MQTT add-on, the „Home Assistant Discovery” setting disappears.

• “Home Assistant Discovery” should be listed as “Add-on Setting”, not as “System Setting”.

This is a consequence of how Home Assistant is a sub-binding of MQTT, so can't have its own settings page as an addon. After #19496 merges, I'll be able to move the settings to the normal spot.
