NASA images are public domain but they indicate that the site may contain copyrighted material, in which case permission must be asked individually. I poked around and non-nasa images I could find were all linked to research observatories that only demand attribution (and a physical copy, I suspect they end up on a bunch of calendars).

Let's generate a first informal copy and see whether the ZIM file is feasible to begin with. If things work out, we may be able to exclude specific pages if any request comes out.
