MFA on Bind services never prompt

Steps to reproduce

• create service to bind
• create TOTP required posture check
• create bind auth policy and ensure the posture check is added to policy
• enroll identity in ZDEW that has access to bind the service
• observe the TOTP prompt never prompts

Expected behavior

• user should be shown the MFA needed prompt and should be allowed to enter TOTP to bind service
