Feedback on RSMP 4

As discussed on previous meetings, next step is to gather feedback on the RSMP 4 concepts from a broader range of road authorities.

The three Baltic countries Lithuania, Estonia and Latvia seems like a good place to start. They are close to the other Nordic countries, and are technologically advanced. We're also looking into funding from Interreg Baltic Sea which include them, so there might be a fit.

RSMP 3 features vs RSMP 4

We're adding major improvements to RSMP 3.3.0, which makes it a little bit closer to RSMP 4, including:

• sxl modules
• component list send by the site
• encryption

This is not a problem regarding RSMP 4, and might in fact make the transition easier. RSMP 4 still has a new architecture based on MQTT which is very significant and will cause many things to work differently. RSMP 4 is a also a chance to clean up and improve, including things we don't want to change in RSMP 3 for compatibility reasons.
