Command Persistence

We're considering defining defaults int he core for what changes done via commands should persist (e.g changes persite until a restart), and let SXLs describe any other behaviour (e.g. a changes from a specific command persist forever, or until the signal plan is changed).

Do what degree do we want to define behaviour vs. letting it be up the the manufacturer? Generally we want to move towards standardizing and streamlining so equipment behaves the same, regardless of manufacturers. An aspect of this is defining defaults.

Possible events:

• restart
• loss of connection
• change of signal plan

We previously leaned towards keeping M0004 but using the flag to indicate whether you just clear alarms, or also do additional resetting/restarting.
But let's add a new command that just clears alarms. Then it's clear that using that command will always be safe (i.e, not go to yellow flasnh, dark, etc due to a hardware restart).
