Add the ability to ignore global .npmrc #26716
Description
What is the problem this feature would solve?
I think it would be cool to be able to ignore the global .npmrc and work completely independently of the settings there. This way, you could seamlessly use npm and bun side-by-side on the same system but with completely isolated settings.
I think this could be accomplished with a simple setting in the global .bunfig.toml
