Redis configmap generated and deployed when redis is not deployed with tutor k8s

**Bug description**
The Redis configmap is still generated and deployed when redis is not deployed with k8s

**How to reproduce**
`RUN_REDIS: false` in config.yaml

**Environment**
Ubuntu 24.04
tutor, version 20.0.1

**Additional context**
The other elements are not deployed.
