Add a flag for enabling publishing of the full payload on the builder

As shown by sigp/lighthouse#7277 , publishing the full payload on the builder by default could potentially lead to missed bugs in the builder flow.

We should add a flag to enable publishing the full payload on the builder and make the default behaviour to not publish.
