Introducing db2GetForeignUpperPaths

The foundation to be able to push down functions in select and group by or order by clauses is the availability of the "GetForeignUpperPaths" function.

An empty db2GetForeignUpperPaths function has been introduced.
Tests show it gets called.
Next steps include populating it with logic parsing the query.
