Is there a way to control a user's ability to interact with a board?

All I can see is the option to make them administrators or not. Is there a way for example to give a user powers to create new cards, but not edit the time tracking on it, or another example, let users drag a card to change its order or change what column it is in, but no power to otherwise edit/create cards? Is it "all power" or "none"?

Unfortunately, there is no such feature right now, but we plan to finalize roles in the future.

Would be nice to have options like that, also "editing a list" enable/disable functionality. How far future?

We can't provide an exact timeframe, even approximately. It all depends on the amount of time we can allocate depending on our current workload.
