Use Governance Registry to get property constants e.g. of service endpoints #16
Description
The Governance Registry can be used to get endpoints of e.g. the EC Registry and even DCEP-related constants.
The Governance Registry can be an optional config property and we fall back to local-file constants if the Governance Registry is not configured.
